Beyond grants: free services most households never claim

Grants are only half of what low-income South African households are entitled to. The other half — free basic electricity and water, food support, school fee relief, fee-free healthcare, housing programmes — is run by municipalities, schools and clinics rather than SASSA, which is why around 2 million qualifying households claim almost none of it. This section covers all of it.
