“Government payroll registered” means a state payroll system (such as PERSAL) lists you as employed by government in the assessed month. Short public-employment contracts that have already ended are the classic cause of a wrongful version of this decline.
Is this decline commonly wrong?
Yes, especially after EPWP or CWP contracts (Expanded Public Works / Community Work Programme). These are short-term by design, but payroll records often lag months behind the contract end date. If your contract has ended and you receive no salary, the record is stale.

- Your contract showing its end date.
- An end-of-contract or termination letter from the department or implementing body.
- A bank statement showing no salary deposits in the assessed month.
How to appeal
Lodge your appeal on the official appeals portal at srd.dsd.gov.za within 90 days of the outcome — and separately for each month that was declined.
